What is Pennsylvania Act 129?
In the fall of 2008, Gov. Rendell signed new legislation intended to help residents and businesses save money by reducing electric consumption. Act 129 requires all electric distribution companies (EDCs) with 100,000 or more customers to reduce energy consumption and demand in Pennsylvania. To accomplish these goals, Duquesne Light and the other EDCs in the state are offering specific conservation and demand response measures for each of their residential, commercial and industrial customer groups.
Duquesne Light is required to reduce overall consumption of electricity by at least one percent by May 31, 2011, and by a minimum of three percent by May 31, 2013. In addition, peak demand must be reduced by a minimum of 4.5 percent by May 31, 2013.
How did Duquesne Light develop its Act 129 plan?
During April 2009, Duquesne Light held a series of collaborative exchange meetings with customers to help develop our plans and programs to comply with Act 129.
In May 2009, Duquesne Light issued a request for proposal from conservation-services providers for Act 129-related energy-efficiency services for large office building customers.
On June 19, 2009, Duquesne Light provided the Public Utility Commission (PUC) an update on its progress to date in meeting Act 129 requirements.
On July 1, 2009, Duquesne Light filed its Energy Efficiency and Conservation Plan with the PUC.
